The mission of IICIL is to create and maintain independence options for people with disabilities by advocating for civil rights, providing services, and promoting full participation of disabled individuals in all aspects of the community.

Blind & Low Vision


The IICIL provides assistance to consumers who are blind or have vision loss on an individual basis when requested.  The IICIL advocates for civil and human rights of people who are blind or have vision loss on the local, state and federal level.  We encourage persons learn and use self advocacy skills.

Live Successfully with Vision Loss Peer Groups

Meet others who are visually impaired, blind or deaf/blind and learn adaptive ways to live successfully with vision loss. Learn about independent living options available to you and experience the latest technology.

Public Education & Outreach

The IICIL provides information about services through presentations, workshops, sensitivity training, quarterly newsletter and media.  Public education is also available to agencies serving persons who are blind or have vision loss.

Older Blind Services

The IICIL provides services to persons who are 55 or older living in Henry, Mercer and Rock Islandcounties in Illinois. This program also provides low-tech devices for you at no cost and is funded in part by the IL-DHS/ORS Bureau of Blind Services.

Our in-office adaptive technology consists of CCTV’s, Computer Software, a Braille Scanner and a TV screen enlarger. In addition we have a fully accessible computer lab.
